EFR Towns
The aim of this certification for towns is to acknowledge both the family/work policies applied by the town council to its employees and any external measures used to improve the family life of citizens (balance between work and family, domestic responsibility and equal opportunities) and companies.
Its foundational objectives include an improved balance between person > family > company, encouraging change in governmental policy and business management, as well as society’s understanding of the issue, through a process for change and transformation referred to as the EFR Initiative.
The EFR model for towns explained below was conceived according to a series of premises and principles, such as:
- External validation: verification of the model by agents outside the Town Council is a model requirement that contributes transparency, rigour and credibility to the model.
- Continuous improvement: All Town Councils work further to a premise of citizen service. Consequently, their improvement indicates progress towards quality of life and wellbeing. The EFR Model for towns should be open to this progress and continuous improvement, without losing any rigor and transparency.
- Existence of a trademark or logo: It adds reputation and corporate values, which may be acknowledged, and therefore supported, by citizens.
- Existence of a single EFR model or reference: It adds solidity, leads to continuous improvement, and allows benchmarks to be established. It also allows any steps taken to be channelled and coordinated according to application experience.
